Standardization is the formulation, publication , and implementation of guidelines, rules, and specifications to be able to achieve optimum degree and order in a given discipline or field. As a tool for the harmonization of technologies and products, standardization is enacted in the country through the Consumer Act of the Philippines (Republic Act No. 7394) which specifies that the development of standards shall be assigned to Department of Agriculture (DA) for agricultural products, Department of Health (DOH) for the drugs, cosmetics, devices, and substances, and Department of Trade and Industry (DTI) for other products not covered by the two mentioned agencies.
Through the Administrative Order 11 issued last 2001 by DA on the subject “Implementation of the National Agriculture and Fisheries Mechanization Program (AgFiMech), AMTEC in partnership with PSAE and other concerned agencies became in-charge with the formulation and development of the official agricultural and fisheries machinery standards. AMTEC was able to develop several volumes of standards on agricultural machinery, structures, and processes. Seven volumes (1 to 5 and 7 to 8) with total of 196 standards were developed through the help and funding of different concerned government agencies such as DA-NAFC , DA-BAR, DA-NMlS, DA-PHILMECH , PCAARRD, and DOST. The 6th volume (Farm-to-Market Road standard) was developed by DA-NAFC also with the participation of AMTEC. These 8 volumes of standards were created to be able to satisfy the need of the country for reliable and quality products and to protect the consumers.
Recently, it was realized that poultry industry is continuously growing and the demand for high quality poultry products increases with time. Thus, the need for high quality mechanization for the poultry product ion is very essential. Acting on this need, AMTEC of the CEAT in UPLB together with NMlS, BPS, MJRDC, PRC-BOAE , and NACI developed another set of Philippine Agricultural Engineering Standards for 2012 composed of 12 technical standards for poultry dressing/slaughtering equipment and structures which will be a part of the 9th volume of PAES. These standards are expected to ensure quality poultry equipment and structures that will be able to produce higher quantity of quality and safe poultry products for the country.
